Een onafhankelijke jury heeft deze genomineerden geselecteerd op basis van geanonimiseerde samenvattingen en scripties. De jury bestaat dit jaar uit Tanja Aalberts van de Vrije Universiteit in Amsterdam (voorzitter), Jeff Handmaker van het International Institute of Social Studies in Den Haag, en Hans de Wit van de Hogeschool Amsterdam.
